Your local trading standards (a department of your Council) has powers under the Unfair Terms in Consumer Contract Regulations 1999 (UTCCR) to bring proceedings against a property factor for unfair and sharp practices in the sheriff court.  The Office of Fair Trading  has these powers too. You may wish to contact your local trading standards department and tell them about your problem.  Ask them to use their powers under the UTCCR.   You can locate your local trading standards department through your Council here.
